after 2-ish hours with 13.4% luck and no trophies i finally got it... friend that helped me farm got it 6 times within those 2 hours with no trophies, no clothes on his character, and 3 bags containing luck which equated to around 5% to 6% luck.. so maybe it ooesn't matter

I got it after my third kill!
He is farmable, make sure you start the quest line that gives you the "Shivering Timbers" side quest.
Place the barrel and kill the waves of mobs and then him.
DO NOT turn in the quest,
10-15 seconds after killing him you can re-place the barrel and start again :)

Quest name is "Shivering Timbers" Can confirm he's farmable without abandoning quest. Just wait about 10 seconds after killing him and the place Barrell option reappears.

Confirmed Baal Hoop (590 exp) drops from this guy, i repeated the barrel waves about 10-12 times before it dropped. In my inventory it shows as a attribute food and when I hover over it its a blunderbuss.

Confirmed easy respawn. If you wait 60 seconds, the barrel will respawn and you can repeatedly kill him.

Farmable without abandoning quest, wait a while and you should be able to place another explosive keg, have to go through the waves before he spawned though
