These are the results of my testing (deep fresh water):
5000 casts with full size gear and no luck I got fat salmon 5.31% of the time.
5000 casts with full luck no size I got fat salmon 4.28% of the time.
5000 casts with full luck and size I got fat salmon 4.79% of the time.
I used a total of 10765 legendary bait (the bait doesn't get consumed 30ish% of the time, idk if that's a bug or a feature). It looks like luck has a detrimental effect, however, I believe that the chance of getting fat salmon is just a flat 5%, regardless of luck and size boosts.

It seems that too much fishing luck is detrimental to getting this fish. It feels like too much luck makes the luck range surpass the rarity range. I got more fat salmon fishing naked with 3 trophies than I did with full luck set.

While using the Vengeful Fisherman's pieces, major fishing trophies x 3, and a rod with lucky day and night III, my catch rate in open water has been about 1:15 when using legendary bait. I have not caught any while not using the legendary bait, in open water, after approximately 300 casts.
Edit: Increasing luck using clothing with the lucky waters III perk has decreased the catch rate of fat salmon to about 1:30. I only had 44 pieces of bait left, so more testing needs to be done.
